Low signal gain until you sign on a second device

I'm using a Flex 6600 with the Maestro Interface.  When I turn on the radio there is little to no signal.  If I turn on a second device (iPhone) the signal pops up to normal and I hear and can work stations on both units.   If I disconnect the iPhone, I lose signal again on the Mastro.  The same behavior occurs if I log on to the phone first and then the Mastro.   The gain is set at 8+ on all devices.  The behavior is the same with or without an external tuner.   I have 1GB ethernet service to the radio and the Maestro unit (hard wired).  Very little packet loss. Low SWR and if I switch out the Flex with my ICOM everything works correctly - so no problem with the antenna, feedline or tuner. Any ideas why this occurs?

Rich Text Editor. To edit a paragraph's style, hit tab to get to the paragraph menu. From there you will be able to pick one style. Nothing defaults to paragraph. An inline formatting menu will show up when you select text. Hit tab to get into that menu. Some elements, such as rich link embeds, images, loading indicators, and error messages may get inserted into the editor. You may navigate to these using the arrow keys inside of the editor and delete them with the delete or backspace key.
