    The ARRL does not regulate ham radio. It only promotes the hobby. It is not an official organization.

    The ITU International Radio Regulations (IRR) govern the use of the radio spectrum. Article 25 of the IRRs define and regulate the Amateur Radio Services. The IRR Table of Frequency Allocations defines the portions of the spectrum allocated to the Amateur Radio Services on a primary and secondary basis. The 11m band is not allocated to the Amateur Radio Services in the IRRs.

    Neither the FCC nor FLEX nor any other 'well intentioned' agent/agency has the right to TELL ME HOW TO NOT USE MY PERSONAL PROPERTY!! Indeed: misuse can bring forth violations and penalties. BUT....since when are these to TELL ME WHAT I CAN NOT DO with my personal property. No....its a classic example of 'sheeple'. The radio CAN be used on 11m....I will see to this!!! If it isn't already a 'been there ...done that'. Man....you LIBS!!!!

    Flex is bound by FCC regulations for type acceptance, as are other radio manufacturers who want to sell radios and amplifiers in the U.S. This includes methods to restrict the radios and amps from transmitting in the 26 to 28 MHz range. Period.
