PGXL on 15 Meters Sounds like a Bongo Drum!!!

When I operate my Flex 8400M on 15 meters and sending CW the Amplifier Sounds like a Bongo Drum. On every other band it is just fine. This seems to be a 15 meter issue. Has anyone else experienced this and if so what may be causing this?

Here is another thing, when I reduce the TX Delay to 0 I get the bongo drum sound at the beginning and then it stops. I was sending dah dit dit dit dah. And then when I start again I get the bongo drum sound again.

Here is something else that is unique. When I set the TX Delay to 0 and just send Dit's it doesn't make the sound, and yet when I send a Dah, it does every time. Also when I set the TX Delay back to 40 it sends the Bongo Drum on both Dits and Dahs.

I also noticed when I was just sending the Dit's at TX Delay at 0 it was not keying the PGXL. But it did with the Dahs.

And this does not occur on 15 meter SSB. I even changed CW Keys and that didn't fix the problem.
