Tutorial for Setup and Remote Registration of SmartLink

Can someone recommend a good, straightforward tutorial on how to setup computers to remote register SmartLink and connect to a remote Flex radio?

I am trying to remote connect my home Flex 6400 to the HAM station at my county Emergency Operation Center. I can, of course connect within my home network with no problem but getting the EOC computer registered and connected seems to be beyond me.
