It is "HD" AM Radio. Also know as Hybrid Digital.

The "pedestals" contain digital data to supplement/replace the analog audio or other information.

WLW radio in Cincinnati (700khz/50KW) used to exhibit the same spectrum. Seemly becoming less & less common.

Commercially available HD radio receivers. The format is a little more popular on FM broadcasts. The is an open source project on SourceForge, nrcs5, to decode HD FM. I don’t know if it will receive HD on AM.
