This sounds like a network issue or a firewall issue on the PC. Being a fixed IP, DHCP or DHCP reservations would not make any difference.
Any chance the PC is on WiFi or any part of the solution is on WiFi or some sort of radio connection?
I would run a ping command from the PC to the Radio and see if PING responds.
- Open a command prompt
- run "ping -t <ip.address.of.radio>
Watch for time out messages. They look like this. If you get timeout messages, you likely have a networking issues.
The other test is to do a link.local test. This itest is very very good at helping to isolate networking issues and to show if the problem is with the PC, Radio or Network.
- Make sure the radio and the PC do not have a fixed IP address. You want them to both use DHCP. If you have them set to Fixed IP, this test will not work.
- Turn off the PC and the Radio
- Connect a LAN cable from the radio directly to the PC - do not use a Switch and use a new cable. You will see the IP address starts with 169.****.****.****
- Turn on both the PC and the Radio (the order doesn't matter)
- Log into the PC and start SmartSDR
- You should be able to see the radio on the Radio Chooser every time

I have done a local test, from radio directly to the PC, both not fixed ip. PC can not find radio. So I think there is something wrong with the 6400. How can I do next step?0

Change to a different PC and conduct Mike's link.local test again. This will show whether the failure is with the PC in your station or not.

If the PC can't find the radio, odds are it is the PC. It is likely a firewall issue on the PC.
The other thing to check is to make sure the NIC card on the PC does not identify as a PUBLIC device. That will reduce network communications. It has to be PRIVATE.
Erik makes an excellent recommendation to try another PC first.
