Installation of SmartSDR 3.2.31 for windows will not complete, crashes

Helllo,
I tried updating my pc to the new 3.2.31 (previous 3.1.12 working fine). Installations steps go fine:
1 Click run
2 Accept agreement
3 Installation location
4 Select components screen
5 Create desktop shortcut
6 Click install to continue
At this point it stops working. I dont see the next screen where it shows installation progress. It does not install anything on the pc. It closes and nothing happens

The pc is windows 10
I uninstalled previous 3.1.12 version
I downloaded the file again just in case it was corrupt
I restarted the pc
NO LUCK. It just wont install!
Anyone have a solution?

    This now seems very comon, try this it has worked for everyone who has posted with the same issue.

    1. Right click on the .exe file for the new version where you downloaded it
    2. Select Troubleshoot compatibility
    3. Choose 'Try recommended settings'
    4. Click 'Test the program
