Dreaded VSP Serial Port Connection Error

Just got a 6300 running 1.9.13.89 on Windows 10 with a recent complete reset.
Trying to add a PTT port using CAT to run various digital programs but keep getting the serial port connection error.
I have done a VSP repair and reboot without success. Have search and found several of the previous post regarding solutions, none have worked.
COM4 is currently the CAT port with Auto Switch TX but JS8Call is complaining it can't PTT on that port. That's when I tried to add a PTT port.

Rich Text Editor. To edit a paragraph's style, hit tab to get to the paragraph menu. From there you will be able to pick one style. Nothing defaults to paragraph. An inline formatting menu will show up when you select text. Hit tab to get into that menu. Some elements, such as rich link embeds, images, loading indicators, and error messages may get inserted into the editor. You may navigate to these using the arrow keys inside of the editor and delete them with the delete or backspace key.
