CESSB

I'm running a 2 tone test on my CESSB waveform, and once the compression meter gets over ~6db (there is no true scale on this meter so its an estimate) the waveform begins to flatten. The microphone drive is far below 0db. Increasing the compression past this point continues to increase the distorting of the waveform, and I assume is adding distortion to the audio. I thought that the whole idea of CESSB was to prevent this from occurring? What am I missing?
