Install of SSDR 1.9.9 failed

Windows 10 64 bit has been running SmartSDR in the past.  I uninstalled SmartSDR and then installed SmartSDR 1.9.9, radio chooser said to upgrade to I clicked the upgrade button and the yellow progress bar made it slowly to the right and sat there for fifteen minutes all the way to the right.  I closed the radio chooser and restarted SmartSDR v1.9.9 but the radio is no longer in the radio chooser.  Front panel of radio was looking normal - blue light and my call sign displayed on the front panel.  I shut down and restarted the radio and now radio shows up in SSDR chooser but when I connect to the radio, there is no waterfall or pan adapter but the SSDR user interface was responding and I could change frequency.  SmartSDR 1.9.7 was working fine before this.

Perform a factory reset of the radio, press and keep pressing OK button while momentary pressing power on, thwn wait for the countdown to finish and release OK button

I would power it down then remove power to the radio for 10 seconds or so, then try to start it up before I would try the reset mentioned above.

Power down, remove power, and ok/power factory reset done.  New symptom, I connect to the radio with SmartSDR 1.9.9 and I get a pan and waterfall for about ten seconds and then it stops.  Network "quality" shows all green bars.

It seems to be related to a VPN program called Tunnel Bear.  Once I uninstalled this SmartSDR is working again.  All is better now.
