External Keying Lines Question, Ref. Transverter Set-up

Good morning to all, please can you advise?
I'm connecting a Transverter to my 5000A and I've been asked a question reference using the 3 x keying lines available via the RCA Phono sockets on the rear panel.
I have been asked by the transverter designer the following question ....
" Regarding the timing delays, is it the case that the Flex 5000 won't send any RF out until all three delays have expired? "
I would be most grateful for an answer from those with more knowledge than myself.

If you set up separate delay timings on the keying lines and they are all enabled, the total delay time the sum of all the enabled keying lines.0
