Low SSB output

I have had my Aurora for over a month now but used on SSB for the first time today. I have been using it extensively on digital and CW modes and all is well. My problem is low output power. I am using the FHM-3 mic. I set the MIC slider control so that I had peaks -10 to -5 dB on the audio level meter. There is no indication of compression.

I was not getting anywhere near the selected RF power level. This was indicated with the SDR power meter and an external wattmeter. I worked a couple of stations and they reported the audio was clear but gave me weak signal reports.

PROC was off.

Any ideas?
