Hi Justin, you can't judge signal quality by looking at the transmit signal that way. If you want the real picture, you need to open a second panadapter and put the rig into Full Duplex (FDX). Then put the RX and TX on different antenna ports.
Now when you transmit, you will see the signal as it comes off the air.
There are several very good videos on YouTube describing the setup.

Your second video shows everything is fine. What you see in the second receiver will most likely be buried in someone's local noise floor. I wouldn't worry about it unless someone complains.

HI Justin, those artifacts are at least 60 dB down from the carrier (the FCC requires -43 dB). The top of the signal is off scale, so it may be even more than that. In any event, you are producing a very clean (and very legal) signal over the air.

The tx signal observed on the screen is just what “bleeds over” into the receiver before the final filtering of the tx signal.
