Per the Hardware manual suggest that the 8400 can pass frequency to the tuner:

20.8.2 RS-232 Connected Tuners (e.g., MFJ-998): For tuners like the MFJ-998, which use RS-232 connections, you will need an RS-232 cable linked to the FLEX-8000’s USB port via a USB-to-Serial adapter. Configuring SmartSDR to output band data via CAT or Binary Coded Decimal (BCD) protocols allows the tuner to automatically adjust to the selected frequency. This configuration is particularly effective for automated tuning solutions that are not directly controlled through the radio, as the RS-232 connection provides a stable data stream for band and frequency adjustments.
