Noise floor

I am curious about one thing with my 6600 radio.
When I first turn it on and run Smart SDR, as an example, my noise floor might be 120 (just as an example). If I hit the tune button and then turn tune off, the floor will jump to 110. This happens every time I turn it on.
What causes that ? Is it normal ?
