can't create virtual serial port

When trying to create a virtual serial port, I am offered COM4, but it is grayed out.  I get an error about "serial port failed to create".  In Device Manager, only COM1 (the physical port on the PC) is shown.  Under "other devices" FabulaTech 03, 103, 115, and 15 are shown.  I tried repairing the virtual port driver.  I cleared out all ports in use.  No effect.  Flex 6700 running 2.5 under Windows 7.

Rich Text Editor. To edit a paragraph's style, hit tab to get to the paragraph menu. From there you will be able to pick one style. Nothing defaults to paragraph. An inline formatting menu will show up when you select text. Hit tab to get into that menu. Some elements, such as rich link embeds, images, loading indicators, and error messages may get inserted into the editor. You may navigate to these using the arrow keys inside of the editor and delete them with the delete or backspace key.
