can't create virtual serial port

When trying to create a virtual serial port, I am offered COM4, but it is grayed out.  I get an error about "serial port failed to create".  In Device Manager, only COM1 (the physical port on the PC) is shown.  Under "other devices" FabulaTech 03, 103, 115, and 15 are shown.  I tried repairing the virtual port driver.  I cleared out all ports in use.  No effect.  Flex 6700 running 2.5 under Windows 7.

If you are seeing the ports as "FabulaTech" rather than "flex Radio VSP" then suspect a component of the VSP driver is missing.  
Suggest installing VSP driver, reboot and in an administrator level shell install the VSP driver via the (dot)MSI file.

As I said in my original post, I already tried "repair the VSP driver".  Didn't work
