Audio TX driver error, remote site, version 2.4.9

environment:  remote site, Toshiba laptop, Win 10 Pro (64 bit with all updates), software 2.4.9

problem: Everything EXCEPT TX Stream installs and operates normally. TX Stream shows driver error. Sounds window shows TX Stream device ready and not "attached" to any thing.
Performing the "test" function located in the "Sound" window produces an
acceptable indication on the bar graph (it goes up/down).  Receive audio works normally and flows to WSJT, PTT also works normally.

Uninstalling, reboot, re-install per FAQs produces same effect.

Note: the local system (Win 10 home 32 bit, etc.) all installs and operates normally
(for the first time is 6 "installers" :) )
Remote DAX IQ shows busy and delivers the frequency the radio is tuned to
but does not stream data, I suspect this is normal as I am remote and the
associated ports are not open.

I would have opened a help ticket but the "Captcha" window is not showing on the help tcket page

Rich Text Editor. To edit a paragraph's style, hit tab to get to the paragraph menu. From there you will be able to pick one style. Nothing defaults to paragraph. An inline formatting menu will show up when you select text. Hit tab to get into that menu. Some elements, such as rich link embeds, images, loading indicators, and error messages may get inserted into the editor. You may navigate to these using the arrow keys inside of the editor and delete them with the delete or backspace key.
