ios App question

I have 3 ipads, 2 Ipad 2's and one ipad 4.

If I pay for the ios app can I install latest version to my ipad 4 with os 10 and then install an earlier version that works with ios 9 to the ipad 2's     And only pay once?

Yes. If they are all on the same apple App Store Account.

Older versions may be available automatically if your device doesn’t support the latest one. Only way to know is to look for it in the App Store and try downloading. As far as paying once just restore your in-app purchases on each device and you won’t have to pay. It may ask you to pay but you won’t actually be paying and will say that since you already purchased you don’t have to pay.
