Pan / Waterfall creation sequence

Is it reasonable to assume that the Radio (hardware) when instructed by its client to start a new Panafall will always respond by first sending the "display pan <streamId> ....." followed by the "display waterfall <streamId> ...."? In other words will it always tell the client about the new Panafall in that order, panadapter first and then waterfall?
I realize that there are a lot of additional replies involved but the essential ones in the process of creating a new Panafall (or telling the client about an existing Panafall at startup) are the ones mentioned above.
Similarly, when told to remove a Panafall ("display pan remove <streamId>") will the Radio always tell the client first about removing the waterfall followed by removing the Panafall?
It appears that it does things in the order I've described BUT can I count on that order?
