Transmit dB scale question

Why does the transmit power on the panadaper scale only go to -20 when the RF Power meter says 50 watts out? Shouldn't it peak at like +47dBm? Or does the scale mean something else during TX?

On transmit the Panadapter shows the input signal strength in dB, not watts output. Just like PowerSDR.0
