  update… the radio is back, this time I uninstalled all of SmartSDR from the windows system, complete uninstall… then reinstalled as new, then reset the radio as instructed and it’s back.

  Yes you can operate their software suite with proper setup and unlocking your radio to operate on their frequencies.
