Others have spoken favorably about the Koss SB-45 headset. This headset comes in two models: one headset connects to the laptop via 3.5mm plugs. The other SB-45 connects to the computer's USB port. I would prefer to buy that USB version. Would the USB version introduce noticeable latency when connecting to SmartSDR for Windows?

It will incur latency because the audio has to route from the radio to the PC, through the Windows audio subsystem to the headset. Whether this is delay objectional is relative. If you are chasing DX or contesting and do not want the extra 50-150ms of latency from the time you speak until it is sent as RF, then it might be objectional. If you are ragchewing, then it probably will not be very objectional.0

Wouldn’t the 3.5mm plug have a similar latency when plugged into the laptop as the audio would still have to go from the radio and PC and audio subsystem?0

Mark - Yes.
However, Doug has a 6400M, so the 1/8" mic and headphone connectors should connect to directly to the radio without the need for adapters. This is the preferred way to connect a headset
Regardless if the interface is direct to the sound card or a USB port, essentially the same latency (maybe a little more on the USB) is in play when connecting to a PC rather than directly to the radio.0
