AC Power consumed by 6400

I've got a Kill-A-Watt type device between my 13.8 power supply and the AC wall plug.  When I key my 6400 with 100 watts in LSB mode, the Kill-A-Watt registers an increase of about 25 watts.  That doesn't sound right -- the 6400 specs say that the maximum transmit supply current is 23 amps.  At 13.8 volts that should be 317 watts.  What am I missing?

Remember that in SSB, the only time you transmit any power out is when you are speaking.  All the power is focused into the actual speech passbands.  When you key the rig without speaking you're only showing a very small increase cause the transmitter has been powered on.  Try the same measurement in CW or AM and I think you'll see the increase you're expecting.
