How do I fix this?

Press and Hold your "windows" or start key, depending on your keyboard at the same time you press and hold the shift key. Put your mouse on the SSDR icon on your task bar, and right click release all buttons, move your mouse to over the ssdr window itself don't push anything just let go… You should be looking at a set of crosshairs. NOW your up / down/ left / right arrows will move the radio window. once it get into the monitor you can left click and position the window anywhere you want. My open Dax cat and radio sidebar do it about everyother day along with DDUTIL. I just move them and away I go.
