Anyone else with 3.9.18 with disappearing Menus?

I noticed when I attempt to click on the menu bar, the pop up menus (under settings for example) display and then quickly go away. Restart of everything does not resolve this. In order to me to pick something under SETTINGS I have to click, hold and drag down to the menu option I want..

    I did, N3FJP was set, but not sure why I do not recall setting it. Change to None and now all is good with the world.

Rich Text Editor. To edit a paragraph's style, hit tab to get to the paragraph menu. From there you will be able to pick one style. Nothing defaults to paragraph. An inline formatting menu will show up when you select text. Hit tab to get into that menu. Some elements, such as rich link embeds, images, loading indicators, and error messages may get inserted into the editor. You may navigate to these using the arrow keys inside of the editor and delete them with the delete or backspace key.
