Windows 11 rejecting SmartSDR 3.7.4 installer - "setup files corrupt"

I have been trying to install SmartSDR on my laptop to try out remote operation. I have tried over a dozen times to download and install SmartSDR 3.7.4 (and 3.7.3 or 3.6.8) with Microsoft's SmartScreen turned off but every time I get the error message "The setup files are corrupt. Please obtain a new copy of the program". I have done this enough times that I know I need help to do something different. Help please!

Rich Text Editor. To edit a paragraph's style, hit tab to get to the paragraph menu. From there you will be able to pick one style. Nothing defaults to paragraph. An inline formatting menu will show up when you select text. Hit tab to get into that menu. Some elements, such as rich link embeds, images, loading indicators, and error messages may get inserted into the editor. You may navigate to these using the arrow keys inside of the editor and delete them with the delete or backspace key.
