Announcements have a DISMISS button -- what does it do?

See pic. The announcements have an ellipsis and when clicked it brings up a DISMISS button.

It seems like it would allow the users to close / remove that announcement once read or if it is not of interest. I've tried clicking and it does not seem to have any effect.

QUESTION -- What is the DISMISS button supposed to do?
