Why is transmit audio offset from set frequency

I am trying to operate a net on 3.905 Mhz but my signal output is at 3.902 Mhz using Flex 6500.
The XIT is not on but I did do a toggle to make sure.  I have tried with the Maestro, with a V2.0 remote hookup and with a local PC.  All give the same results.
The other stations reported that my signal was good but offset.  This is new for me as I generally operate RTTY or CW. CW worked great yesterday for NAQP

    Found it!!
K3WA had me look at the Transmit menu. The High and Low Cut numbers were not set correctly.
Low Cut is now 200 and High Cut is 3000
