V1.5 -- DAX IQ sample rate persistence bug fixed.

Prior to V1.5 the DAX IQ sample rate was not persisted.   When starting up SSDR I had to reset it to 9600 every time for use with CW Skimmer.   (it would default to 4800)

Now the sample rate is persisted and saves that wasted step.   This was a known bug -- so Thanks for the fix!

By the way the fix was not listed in the "changelog."  Assume it was just an oversight but the team should take credit for it.

I also noticed the SWR / RF POWER scales were slightly improved but not listed in the "changlog" for V1.5.    See the change documented in this question:

https://community.flexradio.com/flexradio/topics/v1-5-swr-power-scale-change

I wonder if there are any other fixes / improvements not listed?   I only operate CW so don't use most of the rig features, so BOLO.
