Request those with transceivers have the transmit windows automatically start when starting SSDR. I would imagine most people will transceivers will in fact want to transmit. For those who are only going to SWL they can close the transmit control window.

What is it exactly you are seeing on startup? On mine, the slice that is at 14.100 has the TX focus, is it different for you?

I believe Greg is talking about the transmit window where you can set power, adjust the equalizer, etc.

Ah, if that is the case, that is referred to as the Transmit Control Panel.
My assumption is that would fall under the radio persistence feature, where the radio comes up in the state it was in before it or SmartSDR were shut down.
