Remote sound card digital modes across a private WAN?

My local county is turning up a new Emergency Operations Center. The are interested in having Amateur HF be handled remotely.

There are two remote tower sites where the HF antennas and radios would be located.  Control from the EOC would be across their private fiber & microwave WAN. 

Are sound card digital modes feasible in this scenario?   Besides your typical FLDIGI modes, I would like to be able to support Army MARS MS-DMT/M110A protocol for those that are familiar.  (It's a lot more susceptible to latency, etc, than things like PSK31).

I would appreciate any feedback and alternative suggestions.  Please keep in mind that my experience with SDR is very limited.
