    It's working as it should.

Your measuring noise floor readings. Your highest noise floor reading was with the attenuator enabled 98dBm, your lowest reading was with preamp 2, -127dBm.
    Your noise level dropped 29dBm.
Any actual signal would/should have remained constant.

When Off is selected, a -102dBm signal would be 5dBm out of the noise.

With the attenuator enabled the same signal would be buried 4dBm in the noise, you might have trouble hearing that signal at all.

With preamp 1 enabled it would be  17dBm above the noise floor, and easier to copy.

With preamp 2 enabled the signal would be 25dBm above the noise and even louder.

Increased preamp gain will raise signals out of the noise, and lower the noise floor.

Signals will appear to be taller, standing on the noise floor in the panadapter with more preamp gain.
