I would like to thank all of those who commented and gave advice on the lack of output power from the radios. Especially the comment that the voltage should be 13.8 volts at the tx and also the use of the flexmeter to check the voltage.
I have just redone the power cables to the radio, by replacing the original cables supplied with the radio with much heavier cables and I also shortened the cables a lot. The output power has jumped from 88watts (at 12.8volts under load), to now 92 watts. a definite improvement, now Flexmeter shows the problem is with the power supply, although rated at 25amps it is dropping from 13.7 volts no load to 13.3 volts under load,
I am sure that if the power supply maintained 13.7 volts under load, the output power would be higher and within spec.
So Thanks to all
