FGPA Issues and Fan Speeds

I have read several posts re: FGPA fan speeds being incorrect or have quit (not sure about failure modes). If I may, I have 2 questions: 1) What does FGPA stand for and keep cool [I  looked in both manuals]. 2) How have some measured and found the RPM's of the fans?
