Yes, that looks like OTH. We've got it here also. Could be your ROTHR, while ours will likely be the Russian version. Both a PITA.

Considering the sophistication of both radar transmissions and wide-band-frequency-hopping data transmissions, and that there are plenty of OTH systems, AND the FCC issuing experimental licenses to R&D outfits for wide-band data, 3 - 30 MHz for use under federal contracts, unless you live next to something like this (28-19 S  122-51 E) or have a receiver array system like this (50-23-11 N  5-8-59 W )  I do not think you could really know, unless someone who is on the inside spills the beans.  Radar modulation has become so much more precise compared to the old pulse systems and HF wide-band data is a whole new world.   Probably some companies that make remote, software-driven HF radios might know, but you will never hear from them.  hee hee

Its too bad they do not respect band allocations, I have seen them walk on everyone, although no where near as much on the HF air-traffic control channels.  And I am sure there are a good handful of players in this field with all sorts of intentions.    Oh - the above coordinates look great with google-earth and are not secret by any way, shape or form.  And only the tip of the stuff that is out there.

Just something else to live with.   Like Traffic on I5 / I405 for the pacific coast people.

And this is why the ARRL has a Spectrum Defense Fund everyone, especially those with deep pockets, should give to generously.

I found this article from 2013 that covers radars in the shortwave bands and also includes sound files. The author used SDRs in his research. Plenty of them out there.
