CAT Port Error After S/W Reinstall

I had to replace my PC after the older one failed.  Downloaded and installed latest version of SSDR and FLdigi.  When CAT opens it assigns a Serial port for Slice "A" (COM4 with error) and  (TCP Port 5002).  No explanation of the error.  If I try to edit I get a new window showing this is an existing FlesVSP.  It is enabled.  If I try to modify or add a new port I get an error saying the VSP failed to create and to check settings.  Since this is a new PC with no prior Flex installations on it I don't think there could be any old installations that need to be deleted.  Also, no COM ports are recognized by the FLdigi program. 

Any Ideas? 

HP computer, Windows 10 W/64 bite system. 

I've re-downloaded the S/W a couple of times and reinstalled the CAT several times.  I keep an error message saying smartSDR CAT requires the FlexRadio Systems FLEX FSP driver and asking me to reinstall.  this fits the error message windows is giving me saying there is no driver.  Where can I get this file?
