6400M - Add hysteresis to MIC and VFO Rotation

For the UI on the M models, suggest adding a bit of hysteresis to MIC and VFO Rotation.  This would allow some limited unintentional rotation by the operator when depressing the multi-purpose knob controls.  Unintentional rotation settings such as changes to MIC gain and VFO frequency would be ignored.

Related - Also consider changing from linear encoder handling to a ballistic encoder handler. Slow rotation makes fine adjustments and faster rotation makes coarser adjustments.

I agree. Its a hard radio to operate without making accidental changes.
