Tried creating a TCP Port for Slice B no luck.

This is strictly for the Log Book Slice B function in the Radio is not in question.

If the third-party app doesn't support the Kenwood or SmartSDR CAT protocol over a TCP socket, this will never work.

I am, if you are using the subscription version of HRD, open an issue with them. For $100/ yr or even $60, they should be receptive to your use case. Minimally they should explain how it works and when it can or why it can't work as you'd prefer.

Really they way HRD is setup for Flex they use a program called MiniDeluxe.

It appears that in Mini Deluxe you can only select a single com port.

It's interesting before 1.6.17 this use to work just fine for 2 slices.

Yes, it's not just HRD.  N1MM Logger also lost sliceB/vfoB functions in v1.6.  Flex is aware of it.
